That's the idea. The strap is built to sit across the chest, and the hidden back pocket keeps valuables against your body.
Wipe the shell with a damp cloth and mild soap. No machine wash, no soaking.
It has a water-repellent finish, which is what most people mean by water resistant. Light rain and splashes bead up and roll off, and the shell wipes dry in seconds. It is not waterproof and the seams are not sealed, so do not submerge it.
