Metro Luggage Rules in India: Bag Size and Weight Limits by City

India's metro rules allow one bag at 80 x 50 x 30 cm and 25 kg, raised from 15 kg in 2019, but Chennai and Kochi still publish the older, tighter 60 x 45 x 25 cm box: here is every published limit and the size that clears all of them.

On a metro in India you are allowed one bag. The national rule, Rule 3 of the Metro Railways (Carriage and Ticket) Rules, 2014, says no person may travel with any goods "other than one baggage containing personal belongings not exceeding 80 centimetres x 50 centimetres x 30 centimetres in size and 25 kilograms in gross weight". On a dedicated airport connection line the allowance doubles to two bags at 90 x 75 x 45 cm and 32 kg. Two details decide most arguments at the gate. Bundles are not permitted, whatever they weigh. And individual metros publish their own, tighter figures: Chennai Metro Rail asks passengers to stay under 15 kg and 60 x 45 x 25 cm, and Kochi Metro lists anything over 60 x 45 x 25 cm as a prohibited item. Pack to the smaller number your city publishes, not the national one.

What is the luggage limit on the metro in India?

There is one statutory answer and several published local ones, and they do not match. The statutory answer sits in the Metro Railways (Carriage and Ticket) Rules, 2014, the central rules hosted on the Delhi Metro Rail Corporation's own site. Rule 3 sets one bag, 80 x 50 x 30 cm, 25 kg gross, with a separate and more generous allowance written in for lines built as airport connections.

Anything larger needs "prior approval of the metro railway administration", which in practice means a conversation at the station, not a form you can fill in from home.

Why does my city's metro publish a different number?

Because the national figure changed, and not every operator page moved with it. The 80 x 50 x 30 cm and 25 kg allowance came from an amendment notified as G.S.R. 601(E) on 27 August 2019. Before that date the rule read 60 x 45 x 25 cm and 15 kg.

Look at the table again and those old numbers are instantly recognisable. Chennai Metro Rail's public guidance still asks travellers to "limit your baggage to 15 kgs weight" at a "size not exceeding 60 cm length X 45 cm breadth X 25 cm height", which is the pre-2019 wording almost word for word. Kochi Metro's prohibited items sheet uses the same 60 x 45 x 25 cm box.

This is where people lose time at the gate. Staff work from the notice printed at that station, not from a gazette notification, so arguing the national rule at 9:15 am wins nothing. Treat 60 x 45 x 25 cm as the real ceiling, because it is the box that clears every metro in the country.

Does a backpack plus a laptop bag count as one bag or two?

Read Rule 3 literally and the answer is uncomfortable. It permits "any goods other than one baggage containing personal belongings". One. A rucksack in one hand and a laptop sleeve in the other is two pieces, and a bag plus a loose bundle is worse, because bundles are named and excluded outright.

In daily practice, nobody is stopped for carrying a handbag and a lunch box. The rule bites when a piece is large, shapeless or obstructive: a taped carton, a cloth bundle, a second suitcase. That points at a design answer rather than a legal one. One bag that swallows everything, laptop included, is both compliant and faster to move with.

What size bag actually works in a crowded metro coach?

The legal limit and the usable limit are far apart. An 80 cm bag is taller than the gap between two standing passengers is wide. At peak hour the constraint is not the scanner, it is how much floor and chest space you occupy once the doors close.

Two numbers matter more than capacity. Depth, because a deep bag worn on the back turns you into a moving obstacle and is what gets you asked to take it off. And footprint, because a bag that stands between your feet without leaning is a bag nobody trips over.

The 25 kg allowance is worth a second of arithmetic too. Almost nobody reaches it. A laptop, a charger, a 1 litre bottle, a lunch box and a change of clothes is roughly 5 to 6 kg loaded, which is a quarter of the ceiling. If you are anywhere near 25 kg on a commute, weight is not your problem, the shape of what you are carrying is. We ran the same maths against the one official bag weight guideline India publishes in How Much Should a Backpack Weigh? India Has an Official Answer.

What can you not carry on the metro?

Size is only half of it. Rule 4 of the same central rules covers dangerous and offensive goods, and individual metros publish the list in plainer language. Kochi Metro Rail's prohibited items sheet is one of the clearest, and it is broader than most commuters expect.

  • Explosives, compressed or liquefied gases under pressure, and flammable liquids such as petroleum
  • Flammable solids, oxidising substances, poisons, acids, corrosives and radioactive material
  • Weapons, arms and ammunition of any kind
  • Alcohol, tobacco and narcotics
  • Animals and birds, which rules out carrying a pet in a crate
  • Portable radio devices that interfere with communication or signalling systems
  • Any baggage over the published size, which is listed as a prohibited item in its own right

Chennai Metro names firearms, knives and pets on its do's and don'ts page too. Two items catch ordinary people out far more often than the dramatic ones: a cooking gas cylinder being carried home, and a cabin bag with duty free spirits still in it after a flight.

How do you get through metro security screening quickly?

Every metro in India runs bags through an X-ray belt and passengers through a frisking lane at entry. Unlike an airport, the laptop usually stays in the bag. What slows the queue is the handover: putting the bag down, picking it up on the far side, and finding the travel card with both hands busy.

  1. Keep the card or phone out of the main compartment. A front zip pocket you can reach one handed saves a rummage at both the scanner and the gate.
  2. Close every zip before the belt. Open pockets shed earbuds and cards into the rollers, and you will not hear it happen.
  3. Carry one piece, not three. A single bag goes on and off the belt in one motion. Three pieces need three.
  4. Take the bag off your back before the frisking lane, not during it.
  5. On the coach, move the bag to the front or between your feet. A bag under 30 cm deep makes that easy.

If your journey continues onto a long distance train, the numbers change completely: Indian Railways allows far more weight but polices compartment size differently, which we covered in Indian Railways Luggage Rules 2026: How Much Can You Carry Free?.

Frequently asked questions

Can I take a suitcase on the Delhi Metro?

Yes, if it fits one bag at 80 x 50 x 30 cm and 25 kg gross, which covers most cabin sized trolley cases and many medium ones. On the Airport Express line the allowance is two bags at 90 x 75 x 45 cm and 32 kg, written into the rules for airport connections.

Is there a weight limit on metro luggage in India?

The central rules set 25 kg gross for one bag on standard lines, raised from 15 kg by an amendment on 27 August 2019. Some operators still publish the older 15 kg figure, so check your city's page. For a commute the number is academic: a loaded work bag rarely passes 6 kg.

Will I be fined for oversized luggage on the metro?

The rules require prior approval from the metro railway administration for anything above the limit, and metros handle the rest locally. Some have charged for excess baggage at the gate. The reliable outcome is being refused entry with the bag, which on a weekday morning costs more than any fee.

Can I carry two bags on the metro?

The standard rule is written as one bag of personal belongings. In everyday use, a work bag with a pouch inside it is not what staff are watching for. A second large or shapeless piece is, and bundles are excluded by name.

Do I have to take my laptop out at metro security?

Normally no. Metro screening sends the whole bag through the X-ray with the laptop inside, unlike an airport, where it goes into its own tray. Follow whatever staff at your lane ask.

Can I carry a gas cylinder or paint on the metro?

No. Compressed or liquefied gases under pressure and flammable liquids are both prohibited, in Kochi Metro's published sheet and in Rule 4 of the central rules. Alcohol, tobacco, narcotics, weapons and live animals are on the same list.
